原住民就業與協力治理-以勞委會職訓局『原住民就業服務計畫』為例

Indigenous Employment and Collaborative Governance: A Case Study in Taiwan

摘要


本研究以行政院勞工委員會職業訓練局的『原住民就業服務計畫』為個案,探討如何藉由協力治理來修正以往政府執行原住民就業服務所遭遇的行政與族群困境,進而有效提供原住民就業服務並且降低原住民的失業率。此外,基於該個案的運作過程,本文提出其所面臨的績效設定、能力建立以及選舉政治干擾等三項挑戰,並且提出一些因應的看法。

The purpose of this paper is to use "Indigenous Employment Services Program" as the case to explore how central government in Taiwan establishes collaborative relationship with indigenous non-profit organizations to solve the administrative and ethnic predicaments that were resulted from bureaucratic administration. However, in the collaborative process of the case, it also results in a number of challenges such as performance setting, competence building and electoral interference. And we will describe in detail and propose some opinions for these challenges.
