Indigenous Education and Culture: Returning the Rights and Building Self-confidence

摘要


本文就相關文獻及個人見解,說明現今原住民族教育的現況與困境及過去競選政策的討論,之後再提出初步的政策理念與構想,做為未來討論的雛形。本文認為民族教育與文化的主導權若不在原住民族的手上,不僅無法自主的規劃、推動、發展及永續原住民族文化,反而會身處於被支配的從屬關係。因此,如何讓原住民族自主且擴大參與原住民族教育與文化的政策擬定與推動,應是未來的重要政策理念。

This paper describes the current situation and predicament of indigenous education. After that, the author proposes a preliminary policy idea, as a basis for policy discussions in future. This paper argues that indigenous peoples should have the initiative of indigenous education and culture. Therefore, indigenous peoples' participation in the planning of indigenous education and cultural policies should be an important policy idea.
