地方特色規劃與地方發展：雲嘉南地方文化創意產業「政府政策法規」與「政府經費支援」系統指標評估之研究

摘要

隨著全球化與科技化兩股風潮，二十一世紀的經濟型態已轉變為以創新為主的知識經濟型態，而「文化創意產業」也就在此時空背景下因應而生，期望將原有的「文化產業」加入創新的元素，帶動地方經濟的發展。在推動文化創意產業方面，以農業著稱的雲嘉南地區，其文化創意產業發展特色以傳統文化特色為主，藉此發揚在地文化，推動在地文化與世界接軌。本研究主要目的在於探討雲嘉南地方文化創意產業中「政府政策法規」與「政府經費支援」系統指標評估的情形。為達此目的，本研究首先蒐集與雲嘉南地方文化創意產業相關的文獻資料、研究成果與法令規章等進行梳理。以層級分析法做為主要研究方法，試圖透過層級分析法建立指標之權重，對地方政府的政策法規與經費支援系統進行指標評估，進而得出指標之權重，得以瞭解對雲嘉南地方文化創意產業業者而言，「政府經費支援」的指標權重略大於「政府政策法規」的結論。

With the trends of globalization and technology, the economic patterns of 21st century have changed and become knowledge-based economy patterns; under the background above, cultural and creative industry has developed and added innovation factors into cultural industry, promoted the economy growth of local regions. Known for their agricultural activities, Yun-Cha-Nan region, in promoting cultural and creative industry, focuses on traditional cultural characteristics, trying to promote local culture and connect to the world. The main purpose of this research is to explore the situation of ＂government policies and regulations＂ and ＂government funding support system＂ in local cultural and creative industries in Yun-Cha-Nan region. To this end, this research first collects the literatures, research achievements, and government policies and regulations related to cultural and creative industries in Yun-Cha-Nan region. In addition to the views of political science, this research also includes perspectives about sociology, economics, cultural anthropology and community education as the theoretical basis of this research. As to research methods, this research uses the Analytic Hierarchy Process (AHP) method as the main research method. Through AHP, this research establishes the weight of the index, and evaluates local government policies and regulations and government funding support system.
