博物館的本質價值與評量－以英國為例

不少學者呼籲，要接合工具理性與本質價值，才得以完整呈現博物館的價值。而什麼價值才能適切反映出博物館在今日社會中的地位與角色？擁護博物館的價值者，又應如何尋找更有說服力的架構以鼓吹文化的持續性？量化的數字可以表達文化的價值嗎？事實上，部分學者認為參觀數字僅提供一個貧乏的文化圖像，那麼，文化價值又該如何呈現，而成為政策工具的考量？當我們討論博物館評鑑指標的制定時，文化價值的呈現及評量就成為一個嚴肅的議題；但除非在既有的工具價值典範及社會公眾的認同下，所建構出的共通語言來討論文化目的，否則政府和資助者並不容易接納這些與以往不同的觀點來評量文化機構的績效。本文將檢視英國對於文化價值的爭論，做為國內建構博物館評量的參考。

Some researchers argue that the performance indicators (PIs) in the museum sector are quantitative rather than qualitative in some countries. These researchers suggest that PIs should be based on a broader framework which takes account of both instrumental and intrinsic values. Holden further states that it is impossible to measure cultural value in numbers because statistics cannot show the full picture. However, it is for sure that museums must construct a common language which can reveal and represent cultural values, as funding bodies will not accept museums with intrinsic values alone.
