埔里盆地的水利發展(1815-2017)

摘要


埔里盆地是位於臺灣中部的一個地理空間,具有獨特的地理條件與歷史特色。歷史發展過程,埔里盆地經歷嘉慶年間漢人集體侵墾、道光初年臺灣中部平埔族大遷移、清末實施開山撫番政策下的理番重鎮之一、日治初期臺灣總督府探尋設置日本移民村的殖民地調查區域之一、日治時期的糖業發展、戰後水利設施的變革與農產業發展的轉型。與臺灣西部平原由漢人主導的土地開發歷程不盡相同,清末開山撫番之前埔里盆地的開發與水利興築是由平埔族所主導。探討埔里盆地的水利發展,可以呈現臺灣開發史的不同面貌。本文從環境資源與歷史變遷的角度著眼,運用文獻史料與田野踏查,嘗試建構埔里盆地200年水利發展史。將埔里盆地的水利發展劃分為草創期、整合期、蛻變期等三階段。除了探討環境條件與產業發展所導引出的域外引水構想,也探索官方政策與地方水利設施推展與管理的密切關係,還有水利與地方信仰、產業變遷的關聯。

Puli Basin is a geographical area in central Taiwan with unique geographical conditions and historical features. During the historical development, the Puli Basin experienced the collective enclave of Han Chinese during the Jia-Qing Period; During the first years of the Dao-Quang period, the Ping-pu tribe migrated to the central Taiwan; In the late Qing Dynasty, one of the most important towns of the policies used to develop the mountain areas and pacify the indigenous people; In the early days of the Japanese ruled period, the Taiwan Office of the Governor-General explored one of the colonial survey areas where Japanese immigrant villages were set up; the development of the sugar industry during the Japanese ruled period the transformation of the water conservancy facilities and the transformation of the agricultural industry after the war. The development and water conservancy construction of the Puli Basin before the the policies used to develop the mountain areas and pacify the indigenous people in the late Qing dynasty was dominated by the Ping-pu tribe. That is not the same as the history of the land development by the Han Chinese in the western part of Taiwan. Explore the development of water conservancy in Puli Basin, you can show the different aspects of the Taiwan's development history. This article attempts to construct the history of water conservancy development in the Puli Basin for 200 years from the perspective of environmental resources and historical changes by using historical documents and field investigation. The water resources development in Puli Basin can be divided into three stages: pioneering, integration and transformation. In addition to exploring the concept of extra-regional water diversion introduced by environmental conditions and industrial development, it also explores the close relationship between official policies and the promotion and management of local water conservancy facilities, as well as the connection between water conservancy and local beliefs and industrial changes.
