社會工作學系在中國大陸辦學特色與前瞻發展

Characteristics and Prospective Development of the Department of Social Work in Mainland China

摘要

社會工作專業在中國消失半個世紀後，於1986年開始重新招生，當時正值改革開放後初期，從共產主義走向以資本利潤為導向的中國，在社會民心、道德與價值觀均出現了重大變化。從外國帶著宗教熱情最後所成形的專業，以大專科系的名義正式傳入中國教育界，多年下來為何這一門學科尚未真正本土化？社會工作歷經新政權的三十年發展，為何該門學科還被稱之為「新專業」？本文先探討社工專業教育所出現的問題是否代表著當前中國社會問題的一個縮影？另外，新一代接受完高校社工教育之後，所面臨到就業與職業發展諸多困境是否就是新中國精神文明的一個困境？論文對上述兩層面來反思社會工作專業教育、就業價值觀與行業道德規範在中國之所以無法全面鋪開，以及被社會普遍認可的主要原因進行探究。

The Social Work subject was rebuilt in 1986 in China. After reform and opening up, the national conditions and sense of values of Chinese have changed a lot. Based on the above changes, the paper tend to explore the problems on the development of social work education and vocation. There are some problems on the social work education: ignoring systematic education on the professional ethics and values, shortage of professional teachers, students lack of learning passion, social work does not gain the widely social recognition, difference between junior college education and undergraduate education is unclear, etc. About the vocation, many social work graduates choose other jobs but as a social worker and many of them lack of practical experience, the qualification examination is inadequate, ethics and regulations of the industry are unformed. Facing these problems, we should take some measures, especially build up the social work ethics and regulations.
