This study examines the New Teacher Appraisal System utilized by Middle and Primary schools of Tokyo, and then offers suggestions related to teacher evaluation in Taiwan as follows: (1) Build correct concept for improving teacher evaluation of teacher identity, especially after teachers are divided from public servants. (2) Enhance the confidence and trust of teachers in evaluation and the appraisal system. (3) Connect the teacher appraisal system with the establishment of a teacher professional development system. (4) Construct incentive programs to support possible changes in evaluation. (5) Diversify evaluation methods and respect teacher's professional autonomy.
