根據海巡署之《籌建海巡艦艇發展計劃》,未來2018 年到2027 年間,預計投入426 億餘元之經費,進行海巡艦艇之汰換,其中十二艘600 噸級巡防艦將以海軍的600 噸級「沱江艦」原型艦為設計藍本,以滿足「平戰轉換」之需求。「國艦國造」政策方針下,於政府財政吃緊之餘,進行艦艇汰換殊值肯定,惟籌建「沱江艦」是否妥適,容有疑義。本文從三個不同角度進行檢視:「沱江艦」與海巡署職務本質上之不相容性;以「沱江艦」作為海巡艦艇,實屬對「平戰轉換」概念之誤解;海巡作為「第二海軍」不論在法律上、戰略上以及執行上之不適宜性。結論指出:設計上用以與敵軍交戰之「沱江艦」,難以遂行海巡任務;海巡單位依「平戰轉換」並不與敵軍交戰,「沱江艦」僅適於海軍單位使用;而「第二海軍」構想是曲解法律、不切實際、更破壞國家專業分工。「沱江艦」完全不應作為海巡艦艇。
According to the 'preparations for the development of coast guard vessels program', the Coast Guard Administration has budgeted around 42.6 billion NTD for replacing obsolete vessels for 2018 to 2027. With the needs for shifts between peacetime and wartime, the 'Tuo Chiang-class Corvette', which is designed for the Navy, serves as the prototype of constructions for twelve 600-ton coast guard cutters in this program. In pursuit of the policy of self-built state vessels, this program is commendable, especially with the government suffering from fiscal stress. Nevertheless, the adequacy in building cutters based on 'Tuo Chiang-class Corvette' is contestable. This article examines this issue from three distinct perspectives. First, it concerns the incompatibility between the 'Tuo Chiang-class Corvette' and the coast guard in nature. Second, it is a miscomprehension that the shifting mechanism between peacetime and wartime leads to the adoption of the ‘Tuo Chiang-class Corvette' model. Third, it is an absurd proposition to advocate the coast guard as the 'second Navy’ in light of legal, strategic and practical assessments. This article concludes 'Tuo Chiang-class Corvette' is unable to perform coast guard duties. Moreover, under the theory of shifting between peacetime and wartime, even in wartime, the coast guard is not designated to directly engage in combat. The 'Tuo Chiang-class Corvette' is inherently exclusive to naval purpose. Lastly, the 'second Navy' proposition is unlawful, unrealistic and an encroachment. The 'Tuo Chiang-class Corvette' is undoubtedly the last thing to be considered as a prototype for coast guard vessels.
