與司法少年共處－社工師的實務經驗探見與反思
Coexisting with Juvenile Offenders - Exploring and Reflecting on the Practical Experiences of Social Workers
摘要
本文由兼具犯罪防治學術背景及社工臨床經驗的執業社會工作師撰寫。作者在實務工作中目睹了少年、家長、社工師、司法警政以及其他網絡單位之間微妙的關係以及直接服務所面臨的挑戰並深刻體會到社會工作的價值和意義，欲以與司法少年共處的社工視野整合實務中的觀察和經驗，並與理論文獻進行對話，闡述與當前的實況與挑戰。文中分為四個主軸，針對「實務觀察與探見：司法少年、家庭、學校之處境與需求」、「司法社工介入的具體實踐：角色功能與處遇內涵」、「社會工作觀點與相關理論之與司法少年共處」以及「挑戰與願景」。最後，本文提出具體建議，呼籲結合社工處遇、社會福利政策和司法體系，共同提供協助的觀點和策略，並建立以社會工作理念為基礎的司法少年服務模式和實務工作願景。

This article was written by a practicing social worker who has both academic background in criminology and clinical experience in social work. The author has witnessed the delicate relationship between Justice-involved youth, parents, social workers, the judiciary, law enforcement agencies, and other networked units and the challenges of direct service delivery, and has come to realize the value and significance of social work. The aim is to integrate observations and experiences from practice with the vision of a social worker working with juveniles in the justice system, and to engage in a dialogue with the theoretical literature to illustrate the realities and challenges associated with the current situation. The article is divided into four parts, focusing on "Practical Observations and Insights: Current Situation and Needs of Justice-involved youth, Families, and Schools", "Practical Practice of Forensic Social Workers' Intervention: Role Function and Treatment", "Social Work Perspectives and Related Theories on Working with Justice-involved youth", and "Challenges and Visions". Finally, the article makes specific recommendations advocating for the integration of social worker treatment, social welfare policy, and the justice system to jointly provide perspectives and strategies of assistance, and to establish a model of Justice-involved youth services and a vision of practical work based on the concept of social worker perspective.
