南海諸島及其水域之爭端

在南海舞台上，主演是南海周邊各國，編劇則還有外圍他國及諸國所主導的相關國際組織，好比兩岸關係，雖說是兩岸間事務，卻仍有國際註腳作為參照，這乃是「全球化」的趨勢使然。無論如何，中國大陸一路來皆不讓台灣有被認同為一個主權國家的機會，使得台灣的國際參與空間處處受限，在南海議題上亦然。台灣之擁有南海東沙群島及南沙太平島，並不是因為台灣地處南海周邊，而是台灣與中國大陸的歷史淵源。兩岸在南海尚無顯著之衝突與對立，南海可說是兩岸關係的第三地，亦即兩岸似可憑此第三地，在國際上營造合作默契，共享歷史感情，創造雙贏。換句話說，台灣有機會在南海議題上與其他國家平起平坐嗎？或者依然要面對中國大陸的排擠？中國大陸是否有可能嘗試來另類思考台灣的南海參與呢？還是堅持只有統一才能發揮兩岸的整體力量？本文意在將南海之爭，整理出一個頭緒，期能有助掌握其演變脈絡，並無獨到研究，也無解決爭端的高明見地。鋪陳本文時，縈繞在腦際的是兩岸思維，不然南海對於台灣而言，與其參與角逐，不如待價而沽。

The shadows of Globalization are everywhere. On the arena of the South China Sea, the surrounding countries are the key players. Anyway, the other countries and the relevant international organizations are the co-authors of the South China Sea stories. Similarly, the Cross-Strait affairs, which are supposed to be something between Taiwan and Mainland China only, are mixed with international elements. However, Mainland China has been using all its efforts to internationally de-recognize Taiwan's status as a sovereign state all the times. The limits to Taiwan's international participation can then be found here and there. So, it looks that there exists no exception on the international talks of the South China Sea at the moment. It is due to the historic reason instead of geographic reason that Taiwan holds some islands in the South China Sea. For the historic reason, both Taiwan and Mainland China enjoy no conflict and confrontation with each other so far. The South China Sea could be a third place for Taiwan and Mainland China to play together in a friendly way. In other words, could Mainland China change its mindset to stop putting Taiwan to the corner on the process of international talks on the South China Sea issues? Or would Mainland China still insist that a united China is the only solution? This article is mainly focus on the historic description of the South China Sea competition with an intention of catching the core elements of the South China Sea roadmap. The author presents no special study as well as no bright idea. To the author, Taiwan should have the opportunity of international participation in the competition for the South China Sea small islands & cliffs. Otherwise, Taiwan has no way but find a big buyer.
