中國大陸和平發展策略之探討

摘要

和平發展是中國大陸對國際及對兩岸間的基本訴求與發展策略，這從其中多次領導人的談話及做法得到了基本的驗證，只有對國際及台灣間和平發展，對於中國大陸內外建設及全民福祉，才是最有利之理性選擇。從中共中央黨校原常務副校長鄭必堅先生在博鰲亞洲論壇年會主會場發表了題為《中國和平崛起新道路和亞洲的未來》的講演，談論關於「中國和平崛起」這一論題，引發國際國內社會的廣泛關注，到2004 年4 月24 日，胡錦濤在參加博鰲論壇開幕式時，以「中國的發展，亞洲的機遇」為題演講，改稱「和平發展」的道路，看出大陸對於國際所提出和平發展的論調；大陸在國民黨政府時期也多次提及確保兩岸關係和平發展，顯見中國大陸正試圖將和平發展策略貫穿至國際及兩岸情境當中，引發本文的研究動機。而大陸當局在馬政府時期所強調的兩岸和平發展到試圖將兩岸和平發展制度化，以和平協議的方式呈現，最後沒有成功，但可以清楚看出大陸當局對台和平發展的軌跡。大陸當局在蔡政府時期所強調的兩岸和平發展是有基本的前提條件，而蔡政府並沒有接受，大陸當局也沒有成功。本文有鑑於中國大陸對世界及台灣所提出的和平發展策略引發筆者的研究動機，本文首先探討大陸方面對國際和平發展觀，其次探討大陸方面對台灣過去在國民黨執政時期所提出之和平發展觀，然而中國大陸曾試圖將對台和平發展觀轉化成為和平協議，但並沒有成功，民進黨執政時期所提到和平發展因蔡政府沒有接受其前提故也沒有成功；本文企圖找出中國大陸和平發展策略的軌跡，使更清楚明瞭中國大陸和平發展策略。本文使用文獻分析法，透過各種文獻以達成本文之研究目的。

Peaceful development is the basic appeal and development strategy of the mainland China. Regardless of Taiwan or international, the Strategy about peaceful Development of Mainland China is very important. For Taiwan, Mainland China adopts a peaceful development strategy to Ma government. Mainland China attempts to adopt a peaceful and institutionalized strategy. Tsai government did not accept the premise of peaceful development of the mainland. Obviously, The strategy of the mainland China to Taiwan is a failure. This article is mainly discussing about the Strategy about peaceful Development of Mainland China .First, the author wants to find out the peaceful development of the mainland to International. Second, for cross-strait relations, the mainland strategy was not successful. Finally this article attempts to find out the path of peaceful development of the mainland China.
