自利官僚競爭模式的革新者與執行者:以「對台31項措施」-台灣民眾加入中國大陸社會團體為例

Innovators and Implementers of "Self-Interested Bureaucracy Competition" Model: A Case Study of China's 31 Measures-Taiwan People Join China "Shehui tuanti"

摘要


本文主要在探討分立結構下中國大陸官僚部門,其「社會團體」就是官僚部門的「分身」,同時,中國大陸政府也開始善用其「社會團體」對台灣民眾進行特定界別、特定群體的吸納,所「出台」的政策樣貌為何?各級地方官員對於以「社會團體」作為政策工具的態度又是為何?本文透過與「自利官僚競爭」模式對話,提出修正觀點,並以國台辦2018年2月28日發布的「對台31項措施」及其各地陸續推出的實施辦法為例進行分析。研究結果顯示,中國大陸各地官僚對於「以社會團體作為政策工具」的議題上基本與中央不完全同調,並非「緊跟中央」,中國大陸綿密的官僚體系內部存在部分分歧,形成「革新者」、「執行者」及「逃避者」等不同的差異。

This is mainly discussing the bureaucracy of Mainland China under the fragmented structure. Its "Shehui tuanti" is the double of the bureaucracy. At the same time, the Chinese government has begun to make good use of its "Shehui tuanti" to make specific sectors for the Taiwan people. What is the policy appearance of the "chu tai" of specific groups? What are the attitudes of local officials at all levels regarding the use of "Shehui tuanti" as a policy tool? This article analyzes the concept of "self-interested bureaucracy competition" model and proposes amendments. The "China's 31 Measures" and its local implementation measures are used as examples. The results of the study show that bureaucrats across Mainland China have different attitudes toward the central issue of "using Shehui tuanti as a policy tool". There are some differences within the dense bureaucracy of Mainland China, and they also form "Innovators", "Implementers" and "Dodgers".
