摘要

政治發展（political Development）是民主政治研究中的重要內容，關於政治發展的研究，一般可以分成三種理論取向途徑，包括現代化理論取向途徑（modernization approach）、轉型理論途徑（transition approach）及結構理論途徑（Structural approach），這些理論都在探討政治發展的原因及意涵。民意（Public Opinion）一直是政治學探討的主要重點，在遇到某些事件和節點的時候，有些民意情緒化成分居多，它可能對政策產生一定的壓力。民意探討的過程中，台灣的中間選民的政治態度更是政治學界及選舉研究中所特別探討及關注的議題。中間選民通常是把沒有在政黨立場上表態者通通列入，但是問題是這些不願在民調中表態的選民，難道就真的沒有政治立場嗎？引發本文的問題意識，而這些選民對於台灣未來政治發展及中華民國未來前途自然也成為重要的左右力量，對於2020總統大選具有決定性的指標，引發本文的研究動機。而本文的研究目的則是企圖透過政治發展、民意和中間選民與第三勢力的探討，期盼能對台灣現階段的政治現象及選舉具有新的觀察點及啟發意義。

The political attitude of Taiwan's middle-ranking voters is a topic of particular interest and concern in political science and electoral studies. These voters have naturally become important forces for Taiwan's future political development and the future of the Republic of China. These voters have a crucial impact on the 2020 presidential election The purpose of this paper is to seek new insights and inspirations for Taiwan's current political phenomena and elections through political development, public opinion, and intermediate voters and third forces.
