民粹政治對歐盟治理正當性之挑戰

摘要

本論文係分析歐洲民粹政治的興起對於歐盟治理模式與公共政策取向的影響，並採取國際政治經濟學關於社會力量重組之辯證論述觀察歐洲公民社會力量在會員國與歐盟層次的互動。本文主張民粹政治的力量係社會對於生產關係的改變為基礎，進而對歐洲公民社會的意識業重新組合為歐盟治理改變的基礎，但同時該意識改變亦係對長期民主失衡的社會對抗。本文首先係以國際政治經濟學批判理論對於21世紀歐洲整合與治理的事實分析，檢視在全球化危機所呈現的生產關係改變與歐盟層次治理困境；再者，本文將分析前開各類治理困境與民粹政治在歐盟層級的發展，再以組合分析不同公民社會組織的消長以論證歐盟治理政治化與國際化的變化；最後在結論部分將以社會力量在歐盟層級的動態性重組，推論歐盟整合未來在合法與正當性的可能挑戰。

This paper is aimed to analyze the impact of populist politics on the European governance and the relative public policies under the framework of Political Economy approach which take the re-configuration of social forces as the base to examine the transformations of European civil societies both on the member and EU levels. This paper will argue that the political power of populist came from the change of production relation which was changed and is changing after the neoliberalism's capital crisis, and the struggle and resistance of social forces is the base to shape European governance. Firstly, this paper will examine the facts of European integration and governance through the International Political Economy to state the governance dilemma, then to connect it to the development of populism politics through the changes of civil societies to reason the European governance, than this paper tries to use the finding to forecast the probably developments about the future EU integration in the conclusion part.
