苗栗縣大湖鄉「大窩自然生態區」面臨的困境與展望

摘要

在臺灣的鄉村社區，有些地方的人文與自然生態資源極為豐富，先期透過政府單位輔導進行社區營造，經由社區民眾的自主及參與的過程，對社區環境美化，提升生活品質，振興在地文化、產業、經濟，加強原有的地景維護，進而促使社區的活力與特色展現，確實有很多社區發展成功的案例，且成為永續性的運作。然有些社區後來因政府政策與經費無法延續、社區自籌經費配合困難、社區居民參與熱忱不夠、社區缺乏專業領導人才等因素，不但原有努力前功盡棄，之前的建設變成廢墟，實無法達成整體的發展。苗栗縣大湖鄉「大窩自然生態區」面臨的狀況就有點像後者，村民曾經熱心投入，也將整個區域的各項資源資料庫初略建立，但是社區總體營造應具備的幾個條件逐漸流失，當公部門的協助減少時，就停滯不前，相信此種情況也發生在其他社區，地方政府應主動邀集社區或協會領導人研議，提供必要的協助，甚至引入專責團體進行診斷與討論未來發展的策略，使社區的特色資源逐漸成為居民的驕傲。

In Taiwan's rural communities, some places are extremely rich in human and natural ecological resources. The community is built through the guidance of government units in early, and through the process of community people's autonomy and participation, the community environment is beautified, the quality of life is improved, and the local culture is revitalized. Industry and economy strengthen the maintenance of the original landscape, thereby promoting the vitality and characteristics of the community. There are indeed many successful cases of community development, and it has become a sustainable operation. However, some communities were unable to continue the government policies and funding, difficulties in matching community self-financing, insufficient enthusiasm for community participation, and lack of professional leadership talents in the community. Not only did the original efforts be abandoned, but also the previous construction became ruins, Therefore, it was impossible to achieve the overall development goal. The situation faced by the ＂Dawo Natural Ecological Zone＂ in Dahu Township, Miaoli County is a bit like the latter. Villagers ever have been enthusias about establishing a database of various resources in the entire region, but the conditions for the overall construction of the community are gradually being lost. When the assistance of the public sector decreases, it stagnates. It is believed that this situation also occurs in other communities. The local government should actively invite community or association leaders to discuss, provide necessary assistance, and even introduce a dedicated group for diagnosis and discussion. The strategy of future development is to make the characteristic resources of the community to be gradually becoming the pride of residents.
