摘要

In the history of the development of cross strait relations, higher education has always played a key role. The cooperation and exchange of higher education and the promotion of the development of production, learning and research education are closely related. Since 2018, the Cross-strait Education Exchange has fallen into a low tide. At present, the motives for cross-strait higher education cooperation are different. The mainland has always adopted an open, inclusive, and proactive attitude, striving to create various favorable conditions for cross-strait higher education cooperation, and promulgating useful policies and laws. The main reason for Taiwan is to respond to the crisis of declining birthrates due to the rapid expansion of colleges and universities and the decline in birth rate. In order to deepen the exchange and cooperation between colleges and universities, this paper summarizes the feasibility analysis with the literature research method; (1) the recognition of scientific research cooperation between colleges and universities in four regions on both sides, the construction of incentive mechanism; (2) the higher education departments of the Ministry of education of both sides can establish platforms for each other, mutual recognition of academic qualifications and mutual enrollment; (3) the establishment of coastal green innovation incubation base and joint venture In order to achieve the integration of resources and the same kind of school performance, we should cultivate and develop in depth.
