高雄港、飛行場與工業區:從《鳳山地政》檔案看日治末期戲獅甲、草衙工業區的發展

摘要


歷年來高雄港的研究,少有提及日治末期草衙工業區之規劃,透過《鳳山地政事務所日治時期留存文書》可看到相關文件,得以釐清其相關發展。高雄港第一、二期築港,均以商港為主,以南港灣土地,原為海軍所有。昭和9年(1934)起,總督府開始與海軍協商交換土地,以高雄州岡山、東港土地,與海軍交換高雄港戲獅甲、草衙土地,並由高雄州協助海軍興建岡山、東港兩機場,雙方於昭和12年(1937)達成交換協議。高雄州計畫於戲獅甲、草衙興建工業區,戲獅甲工業區順利完成,但草衙部分,因高雄州將人力、資金投注於岡山、東港的機場工程,遂延誤草衙的填海造陸工程,故至日治結束前,僅進駐南日本化學及留下未實現的藍圖。

Studies on Kaohsiung harbor in the past years rarely focus on the planning of Caoya Industrial Park at the end of the Japanese rule. Its development could be clarified by looking into "Letters and Documents of Fongshan Land Office During Japanese Rule." The first and second phase construction of Kaohsiung Harbor were mainly for business and trade. The southern part of the harbor was originally owned by the navy. From the year 1934, the office of the governor-general started trading land with the navy. Gangshan and Dongang were given to the navy in exchange of Hsishihja and Caoya, and Takao (Kaohsiung) Prefecture would support the building of Gangshan and Dongang airports. The agreement was reached in 1937. Takao Prefecture planned to build industrial parks in Hsishihja and Caoya. Hsishihja industrial park was completed but Caoya land reclamation was delayed as Takao Prefecture diverted its resources to the building of Gangshan and Dongang airports. Hence by the end of the Japanese rule, only South Nippon Chemical Industrial Co. moved in and most of the plans unfinished.
