There is a wide discrepancy between the Chinese and Japanese historical records on the frequency of Japan's diplomatic missions to China in the Tang Dynasty According to the Japanese, envoys were sent to T'ang on nineteen occasions with fifteen of these envoys reaching China. However, according to the Chinese altogether twenty-nine missions came from Japan, the number nearly doubling that of the Japanese. As there was urgent need to learn from the T'ang, Japan attached great importance to these missions to China. As a result the facts were recorded meticulously and in great details. In comparison, because of the historical background at that time, it was evident that China did not take the affair as seriously as Japan, it is possible there are errors in the Chinese accounts. Because of the discrepancies in the accounts in the two countries, many scholars have arrived at different conclusions. As to the cause of the discrepancies, however, there has been no systematic investigation. In this article it is put forward that the responsibility for the discrepancy rests with the Chinese side. There are three specific points to be made: 1. The Chinese historians mistook separate activities of the same diplomatic mission as activities of separate mission, There are four such instances, 2. On the way back to Japan, the envoys occasionally met with windstorm and so had to return to China. However, the Chinese historians mistook this as a visit by separate mission. There are again four such instances. 3. Confusion in the records and mistakes in printing. In brief, of the twenty-nine missions recorded by the Chinese historians, except for the two visits from Japanese princes, the other twenty-seven do not really go beyond the fifteen missions recorded by the Japanese. Thus, the exact number of Japanese missions to China is fifteen, not twenty-nine.
