蘇軾利民思想芻議

On Su Shi's Thought of Benefiting the People

並列摘要

Su Shi's thought of benefiting the people was an integral part of his political and social ideal, and was developed gradually in the course of actual application. In his early years, Su Shi held that to benefit the people, the ruler should reassure the public first, and should duly handle the conflicting interests between the government officials and the masses. Later on, as a local official, Su Shi did his best to facilitate the people despite the pressure of Wang Anshi's political reform, and soothed the inhabitants under his administration with due care. His performance fully attested to his thought of benefiting the people. In several of his works, Su Shi showed solicitude and sympathy for the lower social strata and expressed his affection for the people. These works formed the basis of Su Shi's thought of benefiting the people. It is evident that the core of his thought was to make the people prosperous. He thus emphasized tax reduction by the government on the one hand, and developing production on the other, but his scheme of benefiting the people lacked a theoretical premise.
