On the Criteria of a "Millennium" in Chinese History

According to the Chinese historical tradition, a "millennium" (shengshi) usually has four criteria. First, most officials are honest and upright while corruption seldom happens. Second, people live in peace and contentment. Third, the rate of social crime is very low. Fourth, everyone is encouraged to talk about the political state. The reign of Emperor Taizong in the Tang dynasty can be called a millennium, but people at that time did not boast about it. By contrast, during the poor period of Southern Song, Emperor Gaozong and his primer Qin Hui called their time "a turn from bad to good." Although several emperors of the Qing dynasty used to acclaim their time as a millennium, in fact they did not have ruling confidence. In ancient China, although there was a tradition of compiling the history of the past dynasties, there was never the practice of "compiling history in a millennium." People who make such a claim is against science.
