多元災情資訊蒐整分析流程架構

摘要


台灣因地理條件特殊,颱風、地震災害頻仍,為了減少天然災害造成的損失,如何整合災害發生後之災情資料並加以分析運用是非常重要的,近年來社群媒體已成為災害來臨時的資訊傳播利器,其在救災中發揮了重要作用,雖然社群媒體資料有助於災情資訊的傳播,但也有資料來源異質性;官方、民間單位資訊斷鏈;縱向、橫向資訊整合;各類社群媒體均會產生巨量之災情相關資料,如何探勘歸納成有用之“資訊”等課題待解決。本文首先介紹整理自國內外各類社群媒體工具於災害時期應用方式。接著提出完整分析架構:如何運用空間定位技術、資料清理、空間視覺化與空間資料探勘等方法進行災情資料分析。期能有助於增進民間災情資料的可用性,進而實際運用於災害應變中。

Due to its special geographic location and geological conditions, Taiwan often affected by typhoons, floods, landslides, debris flows, earthquakes, which resulted in heavy losses of life and property of the people. In order to reduce the damage caused by the natural disaster, how to integrate and analysis the condition of a disaster is very important. Especially, social media has recently played a critical role in natural disasters as an information propagator that can be leveraged for disaster relief. Although social media can positively impact disaster relief efforts, it does not provide an inherent coordination capability for easily coordinating and sharing information, resources, and plans among disparate relief organizations. This study will use data cleansing and spatial data mining method analysis of disaster data, to provide more efficient disaster information. This study will also be integrating Geocoding technology to build disaster mapping. Finally, the study will develop a suitable disaster spatial data mining processing framework for disaster relief.
