民間資料探索與分析-以莫拉克颱風災情資料表為例

Social Media Data Explore and Analysis : A Case Study of The Disaster Information for Typhoon Morakot

摘要


在2009的莫拉克颱風中,民眾藉由網路媒體,將各處的災情資料進行傳播、共享,但這些資料在莫拉克災害發生當下,並沒有成為官方防救災機構執行任務的依據。本文欲探討莫拉克民間災情資料是否具有可參考性,將颱風災情資料表的民眾回報資料,使用空間統計模組進行空間分析及時序分析。以期未來防救災行動所採用的資料,能夠妥善利用民間大眾的力量以及現代科技的便利性,建立更準確、更即時的災情預測模式。研究成果顯示民間災情資訊皆具有空間自相關特性與空間群聚現象。空間特性以洪災分布較廣,交通阻斷及坡地災害分布較為零星;時效性來說,則是洪災、交通阻斷反應較為迅速,坡地災害類別災情回報較為延遲。本研究成果可提供後續進行民間災情彙整運用之參考。

In 2009, after typhoon Morakot landed in Taiwan, people spread and shared the information of disaster by international media. However, the nongovernmental information hadn't been a basis for disaster relief. This study is discussing that whether the nongovernmental disaster information offers reference values, and analyzing the spatial distribution and timing sequence by spatial statistics modules. This study is in an effort to confirm that disaster relief should make good use of social forces and the convenience of modern technology, and should establish more accurate and immediate model of disaster prediction. The results show that the disaster information has spatial autocorrelation characteristics and spatial clustering phenomena. In the part of spatial characteristic, the distribution of the flood is wider than the traffic interruption and landslide hazards. In time sequence, the flood and traffic interruption are rapider than landslide hazards. The results can be a basis for follow-up research on collecting the nongovernmental disaster information.
