美軍推廣「戰區拓展」策略的意涵及對我國家發展的影響

摘要

美軍推展「戰區拓展」策略，實為戰略「再平衡」的延續；以鞏固傳統的盟邦關係、拓展友邦的夥伴關係、擴大與中共的交往與接觸，發揮美國在此地區的領導中心地位，以遏阻中共在亞太地區的影響力。以「權力平衡」的理則來看，中美的權力競爭將會在各個領域中出現相互競合的現象，惟此種鬥爭性質仍屬於低強度且為「鬥而不破」的形態。我國需審慎評量中美競合關係中的利害因素，採取因應措施，爭取各造支持，以利於國家安全與各項發展之維護。

The emerging US approach: ＂Spreading the Theater＂ is the continuous ＂Rebalancing＂ strategy in the Pacific. The purpose of this art is to congregate the US traditional allied relationships, develop further partnerships with friendly countries, maintain the US leadership and contain China's influence in the Asia-Pacific region. From the logic of power balance, the competition and cooperation between the US and China will continue to happen in various fields. The above conflicting phenomenon is a low-intensity and struggle-without- breakup pattern. In order to maintain our national security and development, we have to carefully consider the interest and relationship among all stakeholders in the US-China competition, modestly apply necessary and contingent measures and positively earn all supports.
