摘要

甲午戰爭一直是中國人心中深沉銘心的痛，揭示著清廷改革奮發圖強的潰敗，也埋下了日本軍國主義大舉興兵侵略中國的種子。吾人賢達為振衰起弊，記取經驗教訓，嘗對甲午成敗因果多所著述探究，惟對電報資訊傳遞之部分並無專文探討論述，然在甲午戰爭前，電報傳遞通信已廣為流行，而清廷政府處於通信變革時代中未能因利制導，致使建置不足、管理不周、輕忽電政等重大弊端，致使甲午戰爭及馬關議和期間，軍政佈局全盤遭日方摸透，終至失敗，嗚呼哀哉矣！

The Chinese telegraph office had played an important role in the time of Chinese modernization movement. At the beginning of building the telegraph office, it is obviously in order to meet the military affairs' requirement firstly, but in the academia, few scholars focus on the function of the telegraph office in the war. But after Sino-Japanese War of 1894, both the Chinese Army and Navy were terribly defeated. The terrible defeat of China was not resulted from the Chinese weapons or commandments, but from the backward political system and the widespread corruption in the government of Qing dynasty. This article is trying to discuss the effect of the telegraph office in the time of China-Japan War of 1894 roundly by considering the relation between the both sides.
