摘要

一、在中共不放棄武力犯臺的威脅下，我國將軍事戰略調整為「防衛固守，重層嚇阻」，做為國軍建軍備戰和防衛作戰之指導。「防衛固守」屬戰爭行為，展現出我將以最大決心確保國土安全；「重層嚇阻」乃戰爭行為的預防，主要運用優勢作為陷敵於「多重困境」，並藉此威脅敵人以達到有效嚇阻之目標。二、「優勢作為」可表現在戰略、戰術、兵力、火力、裝備、訓練、心理、後勤支援等層面，其主旨在於能創造有利戰略態勢壓倒敵人，而在戰力上形成局部的絕對優勢。

1.Mainland China has never renounced its use of force against Taiwan. Under the threats, our country has readjusted its military strategy timely to ＂resolute defense, multi-domain deterrence. ＂The military strategy will be the guidance of force buildup, operational readiness, and defense operations. For ＂resolute defense,＂ it is a war behavior that shows our utmost determination to ensure homeland security and keep the enemy within the bounds. The ＂multi-domain deterrence＂ is a precaution of war behavior. It uses the predominant actions to let the enemy fall in ＂multiple dilemmas＂ and achieve effective deterrence by the dilemmas. 2.＂Predominant actions＂ are the superior performances in strategy, tactics, strength, firepower, equipment, training, psychology, and logistical support. Its purpose is to create a favorable strategic situation to overwhelm the enemy and form a local absolute superiority in military strength.
