對中俄「海上聯合－2017」軍演戰略意涵之研究

摘要

一、「海上聯合」為中俄兩國每年例行之軍演，2017選擇在鄂霍次克海和波羅的海舉行，最大的看點為反潛操演與潛艦救難，雙方藉由演習的機會對彼此的指揮架構進行磨合，這對中共和俄方而言，此為協同軍事行動所不可或缺的。二、俄國2013年併吞克里米亞事件之後，北約與俄羅斯的關係澈底破裂，中共參與此次演習可說是聲援俄國在波羅的海和北方四島的立場，運用人道救援與保護交通線的名義，迴避北約的衝突，達成「遠海護衛」的訓練和戰場經營的目的。三、只有瞭解其他國家的訓練方法與聯合作戰模式，進而明白周遭國家的強點與弱點，取其長、補己短，不斷鍛鍊自身海軍戰術戰技的質與量，才能有效維護我國海上交通線，鞏固國家的主權、尊嚴，人民的生命財產，確保海洋利益與安全。

1. The ＂Sea Joint＂ military exercises took place almost every year. ＂Sea Joint-2017＂ was chosen to be held in the Okhotsk Sea and the Baltic Sea. The highlight of this exercise is the rescue of submarine and antisubmarine. The two sides of the exercise have further integrated their respective command mechanism structures. This is a essential element for cooperation between the CCP and Russia. submarines conduct military diplomacy activities when berthing allied ports. 2. After Crimea sets referendum on joining Russia, Russia break up with NATO. The CCP's participation in the exercise can be said to support Russia's position on the Baltic Sea and the four northern islands once again. In the name of humanitarian aid and protection of traffic lines, the confliction between NATO and the United States was avoided. Bothe of them achieved the purpose of battlefield management and far sea training. 3. We can learn the training method and ＂joint exercise＂ by open data. Furthermore, This can enhance our weakness through investigating the pros and cons of military exercise happen nearby. In order to protect our community line, sovereignty, dignity, property, safe and our benefit on the sea, it is necessary for enhance our navy power and tactic abilities.
