論「人工智慧」（AI）在軍事領域的運用

一、「人工智慧」（AI）的運用已逐漸擴展至軍事活動的各個面向，可加快作戰決策流程、提高情報分析能力、降低後勤人力需求，大幅提升部隊戰鬥效能。此一發展趨勢將會改變傳統軍力平衡，衍生新的作戰概念與戰場型態，甚至驅動新一波的軍事事務革新。二、AI運用於軍事系統與裝備後，將使原本的性能獲得指數性增長，且各國軍方皆投入大量資源進行相關科技的研發，期能在未來軍事競爭中取得制高點或有利態勢。然而，「自主武器」的發展雖係AI軍事運用的極致展現，但其部署與運用卻涉及了複雜的「倫理」與戰爭究責等難題，值得省思。三、我國面對中共日增的軍事威脅，加上「少子化」、役期過短與國防預算有限等不利因素的制約，建軍備戰必須採取嶄新概念並引進新興科技協助，才能拉近存於兩岸間的「不對等」國防資源差距。AI技術為我國軍方開啟了一個「機會之窗」，國軍未來必須善用此技術衍生的巨大軍事潛力，藉以平衡兩岸軍力落差，以提供國家安全強而有力之保證。
