析論俄羅斯「營級戰術群」運用－從「俄烏戰爭」中觀察

一、俄羅斯於2022年2月24日發動「特別軍事行動」入侵烏克蘭，主力的打擊部隊即為「營級戰術群」；而營級戰術單位現已成為世界各國建軍主流，就連中共都有合成旅、合成營的編制。國軍地面部隊也在2019年進行「聯兵營」實驗編裝，俾面臨狀況提升時，能迅速發揮其機動及獨立作戰特性，達成任務。二、俄國「營級戰術群」是一種模組化的戰術單位，由一支原處於駐守狀態的陸軍旅，具向衝突地區迅速部署的戰鬥力；其在2014年3月與烏克蘭的衝突中，透過與無人機系統、巡航導彈、精準火砲等大規模火力相結合，並取得一定戰果。三、儘管俄軍部隊仍有裝備老舊和後勤補保等明顯的缺點；但有效運用直、間接火力支援及電子戰設備的壓倒性行動，仍能彌補這些不足。面對共軍的威脅，我國有必要對此一「營級戰術群」發展及優、缺點做深入瞭解；除提供國軍未來的臺澎防衛作戰之前瞻部署與規劃準備外，亦希望透過本研究，強化防衛作戰戰術運用，俾確保國土安全。

Similarly, the Republic of China (ROC) also started the 'Dependable Force Project" in 2019 to experiment with the combined arms battalion concept. 2.The Russian BTGs are modular tactical units, they are Russian Army garrison forces deployed to conduct combat operations in conflict areas. The Russian military integrated the BTGs with UAV systems and long-range indirect fires such as cruise missiles and precision artillery in the March 2014 Russia-Ukraine conflict in Crimea with success. 3.Though the Russian BTGs have certain apparent flaws originated from antiquated equipment and supply-maintenance issues, but the effective integration of direct and indirect fires, as well as electronic warfare suppression, might still be able to leverage the above flaws. Therefore, it is necessary to gain better understanding of the development, advantages and disadvantages of the Russian BTGs. the author hopes that this research could also facilitate a break-through thinking in strengthening the ROC military's overall defense capabilities.
