中共海軍北極展示可能性之研究

一、中共近年涉入北極事務日深，除北極地區擁有豐富天然資源與巨大航行利益外，中共介入北極事務絕非單純經濟安全考量，或有刻意挑戰美國在北極地區的戰略利益，而且與本身國家安全觀的演變有著「密不可分」的關係。二、《中共的北極政策》白皮書公布後，美國對中共在北極區域的意圖與能力日益關切，除開始進行監控，同時採取各項措施積極回應。未來，美、「中」間的海權競逐將由南海與臺海水域擴至北冰洋，而北極也成為美、「中」雙邊關係另一可能引發衝突的熱點。三、極地航線係攸關中共國家安全、國家戰略與未來生存的一個重要議題；因此，中共在北極貿易運輸通道形塑與能源輸運開發過程中，皆需要一支強有力的海上兵力，用以保護這些戰略通道安全；甚至應在航線通道沿岸建立海軍基地，俾能在航線爭奪衝突中取得有利態勢，後續發展殊值密切注意。

Therefore, in the process of shaping trade and transportation routes, and developing energy transportation routes in the Arctic, China needs a strong navy force to protect the safety of these strategic routes, and should even establish naval bases along the routes so as to gain a favorable position in the potential conflict over the routes.
