中共「認知作戰」對我國之影響－以2022年「圍臺軍演」為例

一、「俄烏戰爭」爆發迄今已邁入第2年，許多國內外專家、學者及民眾經常將當前俄、烏局勢與兩岸關係進行比較，尤其在2022年8月初美國眾議院議長斐洛西訪臺後，中共隨即發布對臺軍演，演習範圍已超越1996年的「臺海危機」，相關內容殊值重視。二、中共在此次「圍臺軍演」中，刻意散布爭議訊息及網路駭侵等手法，均與俄羅斯對烏克蘭相關「認知作戰」操作方式「不謀而合」，顯示其刻正仿效俄國手法，透過武力恫嚇民眾，打破區域和平狀態，並操弄臺海情勢，分化臺美關係，藉「認知作戰」炒作不實訊息、製造恐慌，進而裂解百姓對國家及國軍的信任，國人應謹慎關注。三、本文由2022年中共「圍臺軍演」作為切入，分析操作「認知作戰」之手段、策略運用及其背後意涵，期望國軍除持續強化戰備整備、戰場經營外，更需凝聚抗敵意志、發揮軍民總體力量等政治作戰作為，並持續推動全民國防教育、提升國防自主能力，俾確保國土安全與發展。
