臺灣設計產業發展策略及組織結構之分析

An Analysis of the Development Strategy and the Organization Structure of the Design Industry in Taiwan

摘要


臺灣設計產業在短短六十餘年的發展期間奠定設計特色及風格,使臺灣設計的產品躋身於世界舞臺之上,其主因在於正確的設計發展策略並配合適當之推展組織結構。本研究擬依目前設計發展方向、現有設計組織分析及臺灣企業對設計的投入與執行等三大構面,以歷史分析及個案比較法探討台灣設計產業成功發展之因素。研究發現在臺灣設計發展的時間脈絡中,以重視產業的經營革新、設計診斷、產品開發等為首,並試圖增加產品的競爭力及推廣至國際設計為輔,同時並積極建構各企業發展的設計環境,其中包括執行多項輔導措施、建立各種設計技術支援系統、設計智慧財產權的保護制度及提供企業補助、進修管道等,加上經濟部工業局對設計政策、未來設計方向與國家預算資源的適當掌控與民間及半官方組織所進行的設計分工合作等發展策略促使臺灣設計在世界展露光芒。

Taiwan's acquisition in the world of its design features and style in a less than three score years, a very short term, is, on one hand, a result of the control and management of design policy, future design direction and state budget resources by the Industry Bureau of Taiwan Economy Department; and is, on the other hand, due to design division of labor between non-governmental and semi-governmental organizations, which leads to entry of Taiwan's products into the global market. This study is composed of three parts, namely, 1. the present design development directions of Taiwan; 2. analysis of present-day design organizations; 3. Investment into design and its execution of Taiwan's enterprises. The finding is that in the history of Taiwan's design development, the priority is the emphasis on industry management and innovation, design diagnosis and product development, supported by efforts to increase the competitiveness of the products and to disseminate global design; at the same time, Taiwan is actively involved in constructing design environment for the development of various enterprises, which includes, among other things, the execution of multiple guidance measures, the construction of various design technique support system, the protection of design intellectual property, the provision of subsidiary for enterprises and the repairing of pipes. All these have enabled Taiwan's glittering in the world.
