我國政府資料開放推動策略與展望

政府資訊公開、透明，是促進公民參與的第一步，為便利人民公平共享政府資訊，保障人民知的權利，增進人民對公共事務的瞭解、信賴及監督，並促進民主參與，我國於西元（以下同）2005年12月公布實施政府資訊公開法，規範與人民權益攸關的施政、措施及其他有關的政府資訊，以主動公開為原則。2012年11月8日行政院第3322次院會決議推動政府資料開放，植基於「資訊公開」概念之下，進一步向前推動邁入「資料開放」及納入公眾參與公共政策議題理念，由滿足人民「知道」政府資訊的權利，邁向滿足人民「可用」政府資料及參與政府政策決定的權利，期集合公共智慧與創意，促進政府運作透明、監督政府、改善公共服務品質，推動政府透明治理。

Transparency and open government data is the first step to encourage public participation. In order to protect people's right to know, and to inspire citizens to realize and monitor the public sectors, our government announced ＂The Freedom of Government Information Act＂ in December 2015. The general principle is written all government information and policies which are related to the public's rights and benefits should be disclosure. During the 3322^(nd) Cabinet Meeting convened on 8^(th) of November 2012, the government has made resolution to promote government open data. According to freedom of information concept, we step forward to open data for participatory governance. Our goal is not only to let people ＂know＂ what their government is doing, but the next step is for people to ＂access＂ government data and to involve in decision-making. With those wisdom and creativities from the public, we expect to encourage government transparency, supervise government, and improve social services.
