日本統治臺灣初期之教育政策

摘要


日本統治臺灣初期的教育政策,最初是以伊澤修二的同化教育爲代表.伊澤認爲臺灣旣然是日本的領土,將臺灣人同化成日本人當然是最重要的教育目標,因此他不要積極地推行日語教育,並且認爲臺灣的教育應該和日本完成一樣,最後達到和日本内地完全融合爲一體的境界。然而,後藤新平的教育無方針主義卻與伊澤修二的同化主義教育方針相反,是採取無方針主義的放任政策,因此,後藤澈底反對臺灣的教育要和日本一樣,調查學齡兒童、提高學校程度或實施義施教育等積極的教育措施。前者,強調同化主義、統一主義;後者主張漸進主義和現實主義。此種教育政策之間的衝突與消長對臺灣教育制度與方針有很大的影響,尤其對臺灣教育的發展與進步更具有深遠的影響。

At the beginning of the period of the Japanese Occupation, educational policy was influenced by two people: Mr. Izawa and Mr. Goto. Their ideas of ten ran contrary to each other. Mr.Izawa firmly believed in integration. This included the teaching of the Japanese language in Taiwanese schools. Mr. Goto, on the other hand did not share this view. He insisted that education should not have any goal. He believed that Japanese and Taiwanese were fundamentally different and could not be integrated through education. He opposed all efforts to set up a structured school system, including the introduction of compulsory education. Mr. Izaw's policy involved assimilation and integration, while Mr. Goto's approach was much more conservative and pragmatic. This conflict of views interfered with the progress in Taiwanese education.
