摘要

檔案管理之最終目的乃是為促進檔案之開放與運用，充分發揮檔案功能。為使我國檔案管理局之檔案應用服務組織，在運作上能發揮更完善之功能，並提供國人更適切之檔案應用服務管道與空間，本文謹針對各國檔案應用服務組織進行比較研究，首先闡述檔案應用服務之社會化過程，次而歸納檔案應用服務之類型及其組織職掌，進而探討檔案管理組織架構，並揭櫫各國檔案應用服務組織，以及比較中外檔案應用服務組織，最後則提出幾點有關我國檔案管理局檔案應用服務組織未來之發展策略，期能作為我國提昇檔案應用服務之參考。

The final objective of archives management is to promote the publicity and utilization of the archives, and to optimize the functions of the archives. This article is aimed at the research on comparing every country's archives service organization, for the purpose of making archives service organization of National Archives, R.O.C. function better and providing the public with appropriate access to its service. This article first explicates the socialization process of archives service. Secondly it classifies the services and the function of the organization. Then it goes further to discuss the structure of the archives management organization and introduce every nation's archives service organization. Also it compares the organizations of other countries' with ours. Finally, the article comes up with some ideas about the future developing policy of our National Archives, R.O.C. expecting to be used as a reference for the enhancement of our national archives service.
