摘要

本文係就國防部案管中心檔案管理實務面探討幕僚文卷室之檔案如何移轉案管中心？案管中心對前揭檔案其接管作業程序如何？另為因應「檔案法」施行，檔案回溯編目建檔後，檢討案管中心對現存檔案之清查作為與銷毀作業方式，期能就檔案管理實務面所發生之問題與窒礙因素，提供檔案中央主管機關參考，進而研修出一套合理可行並切合實際的檔案管理實務作業制度，俾供國內各政府機關檔案管理作業人員願意並確實遵循，此乃撰寫本文最主要之目的。

The paper discusses archives management done by the Archives Center, MND, ROC in Taiwan from a pragmatic perspective. It seeks to find out the way about joint staff transferring files to the Archives Center and procedure being taken. The purpose of this paper is to review the disposal methods of Archives Center in accordance with the Archives Act. Based on problems and obstacles found in practice of archives management, the paper attempts to provide references for the central archives authority-in-charge in Taiwan. Finally, the paper suggests a reasonable and viable operating system, which is acceptable to archives management staff of agencies and could be effectively followed.
