摘要

檔案管理資訊系統驗證作業旨在掌握廠商檔案管理資訊系統正確性及協助各機關快速正確使用該系統，加速檔案管理資訊化工作，落實法規規定事項。檔案管理資訊系統驗證作業的關鍵在於建立一套完備的驗證規格與程序，以使驗證之結果具備客觀與公正性，故驗證規格的建立過程以及驗證的整體程序，是本文說明的重點。另如何激勵機關與廠商利用檔案管理資訊系統驗證機制，使用或開發符合法規規範之檔案管理資訊系統功能，更為推動檔案管理資訊系統驗證作業的方向。

The purpose of establishing Records Management Information Systems Certification is to assure the functional appropriateness o f the software vendors' application systems for assisting government agencies to utilize records management information systems correctly and rapidly. Moreover, the mechanism also helps them to accelerate records management computerization for complying with records management related regulations. The critical point of the certification mechanism is to establish a comprehensive certification suite of specifications and procedure that made the result of issuing certificates be much more objective and justified. On the other hand, the essences of this article are to describe the processes of creating the certification suite. Besides, another important issue is to how to encourage agencies and software developers to apply the mechanism for utilizing or developing the functionality of a records management information system. Furthermore, the mechanism is for advocating the standardization of records management information systems in the direction of the functionality certification.
