摘要

921大地震發生至今即將屆滿10週年，從震災經驗傳承與回饋之角度，檢視災後相關政策確有其必要性。本文以921大地震後之安置政策為焦點，除介紹災後「三擇一」安置政策之內容與調整，並討論因政策調整所衍生之組合屋用地續租、整併爭議、組合屋住戶後續安置措施與組合屋拆除等課題；最後，從安置政策之目的與安置政策之對象切入，就「三擇一」安置政策加以檢視，並提出建議。

The purpose of this paper is to review the three settlement policy alternatives during the post-disaster period of the Chi-Chi earthquake in Taiwan. The contents and revision of the alternatives are introduced first, followed by these issues that continued lease of the temporary housing land, controversy arising from amalgamating and/or disassembly of the temporary housing, and resettlement measures were analyzed. Finally, the settlement policies for post-disaster stage will be discussed in terms of purpose and target population. The policy alternatives and recommendations for future practice are also proposed.
