推動機關線上簽核之策略與措施

摘要


公文電子化歷經十餘年的努力,已獲致良好推動成效,提供現有公務機關優質的公文處理環境。為進一步推動機關內公文線上簽核,解決公文最後一哩電子化處理問題,達成「公文全程電子化」的終極目標,同時可達成節能減紙的效果,本文將介紹電子公文節能減紙推動方案,以及相關規範之研修情形。推動機關公文線上簽核為本方案非常重要的一項工作。其推動策略包括機關自訂實施計畫與績效指標、統籌建立公文整合服務、分年分階段逐步推動;而公文線上簽核對於公文處理作業模式與習慣將產生重大的變革與衝擊。要順利推動公文線上簽核之成功要素包括機關首長的支持、完整的推動計畫與實施策略、各業務單位間良好的溝通與宣導管道、完善的宣導活動與教育訓練。

The policy of official document management computerization provides government agencies superior document processing circumstances, which has achieved satisfactory outcome for a decade. To achieve the goal of paperless office, the policy of promoting official document online approval as the last mile of the target. This article is to introduce the promotion plan of paper reduction and egergy saving using document on-line approval for achieving the computerization of duly accomplished official documents ultimately. The strategies contain that the implementation plan, setting performance indicators for government agencies, offering the overall official-document integration services, and annual phased promotion projects which will have a great impact onto conventioanal official-document processing. The key factors of success in the policy include the support of leaders of government agencies, the good communication among every operating unit, adequate propagation channels, and well-coordinated promotion activities and training programs.
