The relation between politics and education is very close. In the Period of Late Chin (1840-1911), the founding of Chinese Modern Educational Administrative System was influenced by Western Political Thought. The purpose of this thesis is to attempt to find the reasons which make the "founding" possible. There are two kinds of data resources used in the thesis: First is the direct data collected from chronicles, collections of articles, official suggestions, and the original writings of the famous reformers who lived in the Late Chin Period. Second is the indirect data collected from the writings, articles and periodicles of the modern scholars. I adopted the historic research method in this thesis, because the forming of Western Political thought and the founding of the modern Educational Administrative System happened in the Late Chin Period. The long period of Late Chin (1840-1911) was devided into three shorter periods. The first is the "Learning-Foreign Military Period" (1840-1894), the second is the "Reforming-Politics Period" (1895-1900), and the third is the "Making-Constitution Period" (1901-1911). After research, I found there were many different groups that formed in Late Chin. Each group had different cognitive viewpoints about Western Politics, but all of the groups had the same concepts on Education. They all believed that the way to make Political Reform successful was through Educational Reform. Because the traditional Educational Administrative System couldn't carry out the task of Educational Reform, the founding of the modern system was necessary in the Late Chin.
