The main purpose of this study is to investigate senior high school teachers and students' basic concepts of evaluation, the current status of evaluating a student's English proficiency, and how the teachers deal with the test results of the students. To attain the purpose above, the author designed a questionnaire. A total of 236 teachers and 2336 students in both public and private senior high schools participated in this study. The collected data were statistically treated by chi-square test. The conclusions of this study are as follows: 1. Senior high school teachers consider that evaluating a student's reading comprehension is important, while students consider that evaluating a student's speaking ability is more important. 2. Most teachers and students agree that 10% or 20% test items from outside readings should be included in the monthly examinations. 3. Reading comprehension and writing ability tests are more frequently administered to test senior high school students than listening comprehsnsion and speaking ability tests. 4. Ways of evaluating performance in the four major skills take the form of tests of (1) listening comprehension, in which repetition, dictation, auditory tests are given to the testee; (2) speaking ability, usually in the form of reading aloud, answering the questions orally, and dialogues; (3) reading comprehension, in which translation (English into Chinese), completion (choice) are given to the testee; and (4) writing ability, usually in the form of translation (Chinese into English), sentence-making, completion (blank-filling), answering the questions and composition. 5. If listening comprehension tests are to be required in senior high schools, students will value the training of their own ability in communicating with each other. 6. Most teachers have suggested that listening comprehension test should be included in the Joint College and University Entrance Examination. 7. Announcing a student's academic records in public will promote his tension and pressure. Most teachers and students assert that a teacher should evaluate a student's performance according to four major skills.
