台中的「農地工廠」：延展都市化與分散式工業地理的調控

摘要

台中市是一座製造業聞名的城市，本身卻不是工業城市，究其原因，台中依賴大量分佈在都市外圍的「農地工廠」，成為台中縣市合併升格以來迫切調控（regulation）的問題。「農地工廠」是個爭議中的概念，本文認為，「農地工廠」是延續戰後「分散式工業化」（decentralized Industrialization）的一種空間形式，爭議的本質應是「都市化」的問題。關鍵在於，須體認都市化過程同時有「聚集」和「延展」對應的面向，「農地工廠」是如何重新調控（regulation）「分散式工業化」的從聚集到延展面向的問題。

Taichung city is not an Industrial city, but well known in manufacturing which counts on ＂farm-land factories＂ arround peri-urban area. After Taichung city and county rescaling into the new metropolis in 2010, farm-land factories became the real problem. ＂farm-land factories＂ is a contested concept, otherwise this essay asserts this spatial form is component to ＂decentralized Industrialization＂. As such, Controversy is about urbanization process, the issue is an urban question, especially idea shift from agglomeration to extended dimension. The real issue is regulating decentralized Industrialization in an urban process in extended aspect.
