摘要


近年來中國大陸互聯網發展迅速,2017年底網路使用人口突破7億,網路社群蓬勃發展,各式各樣資訊服務提供網民互動交流,形成了新形態的公民社會。在網路方便及快速傳遞訊息下,網路社群展現不容忽視的社會力量,往往迫使政府調整政策或屈從其主張。因此,大陸當局對網路社群不敢掉以輕心,並發展出許多監管措施。儘管許多網路事件已經展現了公民社會力量,但在政治方面尚難突破國家的管控。

In recent years, China's Internet has been developing rapidly. By the end of 2017, the number of Internet users exceeded 700 million. Internet community booming provides all kinds of information service for Internet users to interact with each other, forming a new type of civil society.
