摘要

香港「回歸」中國大陸（以下簡稱大陸）20年之際，在大陸國家主席習近平見證下，粵港澳三地簽署《深化粵港澳合作推進大灣區建設框架協議》。相較中國（廣東）自由貿易試驗區（以下簡稱「廣東自貿區」）或以往的合作模式，「粵港澳大灣區」（以下簡稱「大灣區」）更為強調城市群的功能性。「大灣區」是以城市作為主體，因此經濟活力、對外開放程度及創新能力更為明顯。面對香港及澳門問題，中共中央更加強調香港與大陸的市場合作，希望藉由經濟模式的連結降低港人對「一國兩制」的疑慮。粵港澳三地的合作其來已久，「大灣區」的合作項目大致上延用《珠江三角洲地區改革發展規劃綱要（2008—2020年）》、《粵澳合作框架協議》、《粵港合作框架協議》而來，保有政策的一貫性。粵港澳三邊良性互動開啟了三地政府的合作新頁，然而，三地在制度及議題合作上仍有待磨合。故，「大灣區」的成效，恐有待觀察。基於「一國兩制」的特殊性，「大灣區」的發展意涵更值得關注。

At the 20th Anniversary of Hong Kong returning to Mainland China, witnessed by President Xi Jinping, Guangdong, Hong Kong, and Macao signed the ＂Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation in the Development of the Greater Bay Area＂. Compared to the Guangdong Free Trade Area or previous modes of cooperation, Greater Bay Area stresses more on the function of cities. The Greater Bay Area takes ＂city＂ as its main body. Hence, it shows more economic vitality, outward openness, and innovation capability. Facing the issues of Hong Kong and Macao, China authority even focuses more on the cooperation between Hong Kong and mainland China. Hope through linking economic models to reduce Hong Kong people's doubt and concern on ＂one country, two systems＂. In fact, Guangdong, Hong Kong, and Macao have cooperated with each other for a long time. The cooperation projects in Greater Bay Area are base on the ＂The Outline of the Plan for the Reform and Development of the Pearl River Delta (2008-2020)＂, ＂Framework Agreement on Cooperation Between Guangdong and Macao＂, ＂Framework Agreement on Hong Kong/Guangdong Co-operation＂ , keeping consistency with the original policy. The positive interaction among the tree local governments (Guangdong, Hong Kong, and Macao) opens a new page of cooperation. However, the systems and cooperation projects remain adjustable. Therefore, the effect of the ＂Greater Bay Area＂ is still not clear. Based on the specialty of ＂one country, two systems＂, we should put more attention on the development implication of ＂Guangdong-Hong Kong-Macao Greater Bay Area＂.
