As to the discipline of International Relations, conflict decision-making originally belongs to the subdivision of diplomatic decision-making. However, in the process of decision-making, it can cause the phenomenon of "issue linkage" with domestic politics, which may conflict with the regular foreign policy. This article takes the case of the "Guang Da Xing No. 28 Fishing Boat" incident in 2013 as an example. The authors adopt Graham T. Allison's three decision-making modes of conflict crisis as an analytical approach and add "issue linkage" as an independent variable to assess the R.O.C. government decision-making behaviors in dealing with issues relating to the conflict of marine interest.
