In late medieval England, commerce had achieved great development among marketing structure, marketing size and consumer demand, but the quality of the coin and the security of trade were still the obstacles of the development of commerce. Moreover, the England government wanted to gain substantial revenue. These were the reasons of the establishment of the staple. The government issued a series of legal documents to establish the staple, so that the targets of the development of commerce and tax could be achieved. For the management of the staple, the government also formulated authority-responsibility relationship between the managers of the staple and merchants in the form of laws. Therefore, the establishment and management of the staple reflected the features of legalization.
