On the Basic Legal Principles of Multi-Scale Marine Spatial Planning

摘要

As an area-based management tools for marine delimitation, marine spatial planning has been paid more and more attention by the international community, countries, enterprises and scientific research institutions. After years of theoretical development, marine spatial planning has gradually expanded from the delimitation of marine blocks and marine spatial management within the national jurisdiction to cross-border cooperation, as well as cooperation in the governance of marine public affairs in the areas beyond the national jurisdiction. However, problems related to the legal level also arise. As an active actor in the theory and practice of marine spatial planning, the development process of China's marine spatial planning is consistent with that of the world. As an active practitioner, China should make response to the future challenges of marine spatial planning accordingly.
