自2015年「粵港澳大灣區」概念被正式提出以來,大灣區如何合作成為學界關注的焦點,然而,「一國兩制」背景下粵港澳大灣區合作的定位及發展走向等問題仍缺乏深度探討。本文立足於「一國兩制」,從治理制度、治理機制和政治互信三個維度,將粵港澳大灣區與歐盟、三藩市灣區進行比較分析。我們發現,粵港澳大灣區的合作發展面臨一系列挑戰:港澳高度自治與大灣區一體化規劃之間存在張力,中央主導作為一把「雙刃劍」在推動合作時亦容易扼制地方內生能動性,以及政治互信缺乏制度化保障及文化認同基礎等。在「一國兩制」獨特制度框架下,粵港澳大灣區未來如何發展既挑戰政府管治能力,亦考驗商界和民間的智慧,值得各界深入討論。
Since the concept of 'Guangdong-Hong Kong-Macao Greater Bay Area' was formally proposed in 2015, the cooperation of the Greater Bay Area has become a hot topic in academic circles. However, in-depth discussion on the positioning and development direction of the Greater Bay Area cooperation under the context of 'one country, two systems' remains lacking. This paper compared the Greater Bay Area with the European Union and the San Francisco Bay Area from the governance system, governance mechanism and political mutual trust. The cooperation and development of the Greater Bay Area has encountered a series of challenges: the tension between the high degree of autonomy of Hong Kong and Macao and the integrated planning of the Greater Bay Area, the balance between the central promotion and local endogenous impetus and lack of political mutual trust. Under the 'one country, two systems', the future cooperation and development of the Greater Bay Area will not only challenge the governments' governance capacity but also the wisdom of the business community and civil society, which is worthy of further in-depth exploration.
