舊臺中市區區排河川之景觀與遊憩問題剖析

Analysis of Landscape and Recreation Issues on Major Urban Drainages in Old Taichung City

摘要


流經舊臺中市區之四條都市型河川,柳川、綠川、梅川及麻園頭溪,是日治時期規劃之都市排水系統。由現地調查發現,水泥化河道主要有綠覆率低、缺乏生態、水質不佳及河道視覺可及性差等問題。近來臺中市柳川與綠川之整治,以仿韓國清溪川與新北市新莊中港大排整治案進行規劃,本研究以文獻回顧法比較此兩案例於完工使用多年後之效益與缺點。目前已完工綠川、柳川之親水河道,採用礫間接觸氧化法淨化水質,但因污水中有含油脂及洗潔劑,影響礫間淨化效能,而有水質汙黑,臭味與發泡等情形,又礫間淨化逆沖洗維管費用高,亦為長期營運負擔。而親水河道因綠覆遮陰少,夏季高溫影響使用舒適性,於暴雨後又有景觀恢復之維管費用等問題。

Four major rivers, LiuChuan Drainage, LuChuan Drainage, Mei-Chuan Drainage, and MaYuanTou Drainage, flowing through old Taichung City Center served as urban drainage systems were planned and constructed during Japanese occupation period. According to on-site observations, the main environmental issues of these four concrete waterways include low green coverage and ecological quality, poor water quality and visual accessibility. The recent approach in rehabilitation of LiuChuan and LuChuan Drainage adopt the experience demonstrated by Cheonggyecheon in Seoul, Korea and Chung gang Drainage in Xin-Zhuang, New Taipei City. In this study, the benefits and disadvantages of these projects were compared through literature review. From the sections of watercourse completed in LiuChuan and LuChuan Drainage, the contact oxidation process adopted to purify water has shown relatively low efficiency. As the sewage contains grease and detergent, it affects the purification efficiency of the gravel that the water after treatments was still black, smelly and spreading with bubbles on water surface. The cost of regular reverse-washing and maintenance of gravel purification is high, which will be a fiscal burden in a long-term operation. Because of low green coverage of the waterway, high temperature in summer would affect the user comfort. After heavy rainstorm, maintenance costs for the channel restoration are needed should be concerned in the long run.
