農村在地老化的綠色照顧場域營造策略探討

Ageing in Rural Place and the Development Strategy of Green Caring Fields

摘要


人口推估台灣在2025年邁入超高齡社會,農村地區在2001年即進入超高齡社會,為照顧農村老人,與長照2.0接軌,水土保持局於2020年開始推動農村綠色照顧計畫。綠色照顧計畫是以農再社區為基礎,農業為本的三生內涵,高齡健康促進為核心,發展綠療育、綠飲食、綠陪伴、綠場域四個面向為高齡者營造健康、友善、幸福、參與的農村社區,落實在地老化,讓農村高齡者在農村活躍老化,進而生產老化。高齡生活圈是以農再據點為中心,高齡步行可及1.35公里為半徑範圍內,營造各種綠療育、綠飲食、綠陪伴活動的場域空間,再向外延伸擴及社區自然生態景觀、廟埕、閒置及窳陋空間、農場、住家等,再以散步道、健行步道串聯,形成完整的綠色場域空間的休閒活動節點及通行路徑。農村高齡化及人口結構改變,使農村永續發展將受到很大的挑戰,因此結合各種內外部力量,以高齡者生活圈為經,綠色照顧内涵為緯,短期以照顧農村高齡者的健康與福祉為目標,長期可使農村成為綠色照顧的經濟場域。

Taiwan is being on the super-aged society in 2025. The rural area is already entering the super-aged society in 2001. The Soil and Water Conservation Bureau impels the green caring plan, to take care of the elderly in rural areas, and in line with the long-term care 2.0, in 2020. For promotion the physio-psychological healthy of elderly, the green caring plan is based on the rural rejuvenation communities and combined with the functions of living-ecology-production. The plan includes four parts that is green therapy, green healthy eating, green companionship, and green fields. To create a healthy, friendly, happiness, and participation community for the rural elderly. Aimed to the objectives of ageing in rural place, active ageing, and thereby productive ageing. The senior living circle is centered on the rural rejuvenation points, within a radius of 1.35 km, that is easily accessible go to anywhere for elderly. To create all kinds of space of green therapy, green healthy eating, green companionship activities within the scope area, and then extending outward to the natural ecological landscape, temples courts, idle and shabby spaces, farms, homes, etc., then there relate to walk path and hiking trails, to form a network system of green fields in rural community. The aging and changes in population structure will make the sustainable development of rural areas facing great challenges. Therefore, combining various internal and external forces, based on the living circle of the elderly and the green caring plan. In the short term, the health and wellbeing of the elderly will be taken care of. In the long run, the approach of green caring plan will benefit the economic development of rural area.
