公園環境高齡友善評估準則建立之探討

面對超高齡社會來臨，人口結構改變公共設施建設也需因應調適，老人福利法、高齡社會白皮書等都陳述成功老化、健康老化的施政目標。公園是高齡者日常休閒活動的主要空間，但未有相對應的相關設計規範。高齡者因生心理及社會老化現象，且隨著年紀增加生心理健康異質性大，公園不友善環境將阻礙高齡者使用。為高齡者營造適宜的公園等開放空間，促進高齡者參與休閒活動對其生、心理康健及社會參與有很大的助益。本研究以高齡老化的三大面向需求探討公園高齡友善環境設計原則與實質環境及設施關係，據以建置公園各項實質環境及設施在高齡善求下應進行的評估項目，並以台中市五個鄰里公園進行現地測量與高齡者使用行為觀察，經綜合整理調查結果後確立評估項目及內容的可執行性，期以做公園高齡友善環境設計及改善的參考。

Faced with the advent of super-age society, the construction of public facilities also needs to be adapted to changes in the population structure. The Senior Citizens Welfare Act, the White Paper on the Ageing Society, etc., all state the goals of successful and healthy aging. Urban park is the main space for leisure activities of the elderly. But lack the ageing friendly design guideline and evaluation specification. Ageing manifests on biological aging, psychological Aging and social aging, and shown heterogeneity with the increase of age. The unfriendly park will affect the use of the elderly. The ageing friendly park will promote the use of elderly, and benefit the health ageing, and successful ageing. The research inquired into the relationship between age-friendly design principles and physical environment and facilities based on the three major needs of aging. And according that to set up the evaluation criterion. The five neighborhood parks conducted field measurements by the evaluation criterion, and we also observed the use behavior of the elderly. After the survey results were integrated. We confirmed the category of physical environment and facilities and evaluation criterion were applicability. The research results look forward to create and improve the ageing-friendly environment of parks.
